Short Bio: Franciscus (Frans) Haupt, was admitted as attorney of the High Court of South Africa in 1981 and has been director of the University of Pretoria Law Clinic since 2000. The clinic provides clinical legal education modules to final year law students and has won a number of awards for education innovation and community engagement. The clinic is a leading provider of legal aid in South Africa, assisting more than 4000 indigent clients annually from three sites. Haupt’s speciality area is consumer credit.He led the inquiries into “The Statutory Debt Counselling Process” for the National Credit Regulator in 2009, in 2010 and in 2012 and co-drafted Government’s policy document underlying the legislative and regulatory consumer credit framework in South Africa in 2014. He co-authored two influential reports on abuses regarding garnishment of wages that led to extensive legislative reform in 2017. Haupt has presented and published papers on the National Credit Act and on Clinical Legal Education both nationally and internationally and he presents a series of seminars: “Update on the National Credit Act” for the Law Society of South Africa on an annual basis.
