Short Bio: Professor Makar is a co-founder and co-director of the Pretrial Justice Clinic. Prior to joining Baltimore Law's faculty in 2016 Makar was an Open Society Institute Fellow working to reform the bail system in Maryland. As an Open Society Fellow Makar created the Pipeline to Habeas program, which the Baltimore Office of the Public Defender uses to challenge the wrongful pre-trial detention of indigent persons. Makar’s project focused on revitalizing the use of the writ of habeas corpus in the pre-trial context to secure release for her clients. Makar’s program was used by the Office the Public Defender to obtain the pretrial release of 101 protestors arrested in the wake of the death of Freddie Gray.
